The programme’s proposed KES 25 million digital allocation covers discovery, architecture, the minimum viable platform, transaction and grant workflows, two-county pilot deployment, production release, training, support, cybersecurity and handover. Funding is milestone-based and subject to requirements sign-off, user acceptance testing, security testing and agreed data and intellectual-property provisions.
